MINUTES OF MEETING 3/5/18: Proposed – S. Gourlay, Signed – D. Roan
POLICE REPORT: PC Blacklock reported no crimes in the area. She advised people to be wary of rental agreements and make sure you use due diligence to check out prospective tenants. PC Blacklock also raised awareness of telephone scams and there are rising concerns of agricultural workers using mobile phones while driving tractors.
MATTERS ARISING FROM MINUTES:
Kristine Filer was co- opted as a member of the Community Council – proposed by D. Roan.
Litter Campaign – M. Pumphrey contacted Angus Council and Minette Bell- McDonald from Dumfriesshire. Discussions are to be continued.
National Park Meeting – There will be a meeting on the 19THJune in Dalbeattie Town Hall at 7pm. There will also be another meeting on the 13thJune at Castle Douglas High School a 7pm.
Noticeboards – The large noticeboard at Colvend car park has been repaired and re- stained by Willie Robertson. The Council thanked him for his help. Rockcliffe noticeboard still needs renovating – Action E. Fisher

The balances are as of May 2018:
Unrestricted Community Council - £ 2053.56 Restricted Robin Rigg Account - £32705.25
Cheque for £8000 was made out to Scott Lee and not yet presented.
ROBIN RIGG WINDFARM COMMUNITY BENEFIT FUND:
Colvend Primary School Playground – A project report was circulated to the community councillors. The works are predicted to come under budget. The groundworks, drainage and soakaway are now complete. The running track is now complete and the shelter has been ordered. The project report concerning the playground is now available online.
Information Centre – Work is completed. It was suggested that a bench be placed at the side of the building. There should be an article to appear in the Galloway News in the next two weeks.
The Kipp Land – The Kipp are planning to apply for Robin Rigg money to help with a project. K. Filer to tell S. Gourlay who is the relevant persons and how to contact them and invite them to the July meeting to explain what specific part of their project the Robin Rigg money would be used for.
Grey Squirrels– There was an enquiry about claiming Robin Rigg funding to promote the worry of grey squirrels in the area. Unfortunately, it doesn’t meet the criteria for funding.

17/1688/FUL – Castle Point Caravan Site – Grant Conditionally.
Castle Point Caravan Site granted conditionally. There will be a 30mph speed limit on Barcloy Road approaching the site and another passing place will be provided. It was suggested to ask Tony Topping from D&G Council to the next meeting.

- Co- option of new member – Anna Grafton has put her name forward for co–option as a member of the Community Council. S. Gourlay proposed and seconded by D. Roan. This will be voted on at the next meeting on 3rdJuly 2018.
- Liability – M. Pumphrey asked at the last meeting who is liable if the money in the bank runs out before we receive our expected funds from LEADER etc. A definitive answer cannot be given at this present time.
