POLICE REPORT: No police present.
MATTERS ARISING FROM MINUTES:
1. Community Safety Team – Community Council is willing to give their views about littering, dog fouling, fly tipping etc. S. Gourlay to contact and ask what they would like us to do.
2. Tarmac repair – Still to be done. D. Stitt and S. Gourlay to contact again.
E. Fisher to enquire if sending minutes to the council is enough or if they must be sent to the library as well.
4. Notice Boards – Invoice from P. Hodgson still to be received. S. Pain has contacted.
5. Sandyhills Phone box – Still to be painted.
The accounts were presented by the Treasurer. The balances as of 27th July 2017 were:-
£9511.96 (Robin Rigg current account), £9997.84 (held by Solway Firth Partnership) and £1782.49 (Community Council unrestricted fund)
ROBIN RIGG WINDFARM COMMUNITY BENEFIT FUND:
1. Telescope. Forestry Commission was contacted regarding possible site at Barnbarroch, however, the site was too restricted and overlooked the farm. Discussing site at Rockcliffe at Knockieknowe, but National Trust are still busy reorganising. K. Filer concerned about telescope blocking view from seats and suggested it be moved behind the seating area. J. Coates suggested a site along the path to Rough Island. S. Pain to contact Karl Munday to see what we can do with the position of the telescope at Rockcliffe.
2. Colvend Primary School Playground Sub Group – S. Pain presented his proposal for a running track and pavilion to be installed in the playing field. D. McMillan to be drawing plans for the pavilion. Plans are to extend the field by 10 metres, flatten the land and install drains, and reseed the field. Fencing will be erected to match the fence at the entrance of the school and will have a kissing gate to allow children to collect out of bounds footballs etc. A running track will then be laid out at 114 metres long by 1.5 metres wide which will be made from a shredded tyre compound for safety. The pavilion will serve many purposes as an outdoor classroom, a stand to watch children play sports, for community events etc. It is a self-build project which the group are hoping to enlist the help of students from Glasgow School of Art. The group have requested a grant for £22,000 and will find funding for the rest elsewhere. S. Pain to circulate the proposal as requested by the Headmistress.
Various questions were asked such as what would happen if the school closed? Who would pay for the maintenance and insurance? Access to the public? No WCs and showers etc. Question as to whether it could be done in stages. After discussion, a vote was taken and it was decided by 5 to 1 to continue. Simon Pain to amend plans and send to S. Gourlay.
3. S. Gourlay is to meet Paul McKey on July 31st with invoices for this year and proposals for next year’s expenditure.
4. S. Pain is asking for £500 for repairs and renovations to Colvend Visitor Centre.
5. Life after Robin Rigg – J. Coates reported that Finlay Carson has raised the issue of funding to the Scottish Government. Nothing has been decided yet but they may devolve power down to Community Councils. It was decided not to pursue the issue until we find out more information. J. Coates to possibly bring up at SCVS meeting in September.

Phase 1 of the Consultation has finished and Phase 2 is commencing. SCVS are to convene a meeting to discuss the future consultation. They want suggestions for a suitable date at the end of August. It was agreed to suggest 29th August.
1. J. Rowland voiced concerns over the how noticeable the minutes are to the public. D. Roan could only suggest putting a notice up, but nothing more we can do.
2. S. Broatch brought up the subject of the signage at Portling beach. It suggests that walkers are not welcome and only residents can go beyond that point. She has contacted the Access Officer as she thought this might influence tourists. S. Broatch was happy to pursue this issue as an individual.
3. Correspondence – Sue Vest couldn’t make the meeting on Sept 7th and suggested we meet in between now and then. D. Roan suggested to invite her to October meeting.
4. Gordon Jack Focus Group – Not enough interest to continue.
5. Co-opting a councillor to replace J. Thorpe.
6. Bins overflowing and blocked drains at Rockcliffe beach – S. Gourlay to contact Abercromby Road about frequency of emptying.
