THURSDAY 6TH April 2017 at 7pm in COLVEND PUBLIC HALL

MINUTES OF 02/03/17:
Sue Gourlay reported a spelling mistake “Viking Hoad” should read “Viking Hoard”

MATTERS ARISING FROM MINUTES:
Tarmac repair still outstanding . Ian Blake also mentioned a suggestion of a path from the A710 to Colvend Shop to be discussed at next meeting, then possibly to the council. Action DS
Mobile service providers. John Coates reported that there was no progress Action JC
Phone boxes. Sue Gourlay confirmed that Simon Pain had said the instruction signs had been installed.
Sue Gourlay confirmed an update of councillor listings on D&G website.
20mph school sign. Impractical to turn off during holidays. Kristine Filer suggested a temporary cover for the lights. To be discussed at next meeting.
Ivy encroachment on Rockcliffe Road. No progress. Action DS
Pothole sunken gully at Kippford Junction. Deferred to next meeting. Action DS
There were no police present.
In the absence of the treasurer, Sue Gourlay reported that the figures were substantially the same except from two outstanding invoices that were to be paid.
- D&G Council for the graphics for Nelson’s Grave costing £216.
- Data Protection of £35
Due to the treasurer’s many other commitments, Sue Gourlay suggested that, as she was a signatory, we should obtain a second chequebook so that bills can be paid as soon as possible. Sue Gourlay should hold a second chequebook which she and Derek Roan could use when Mark Parry is unavailable. Action DR and MP
ROBIN RIGG WINDFARM COMMUNITY BENEFIT FUND :
Telescope. John Coates, Eric Fisher and Simon Pain at a meeting with Karl Munday of SNH. Have identified a possible sighting for the telescope between Rockcliffe and Kippford.
Colvend Hall Roof. Nearly completed.
Golf Club Environmental Improvement Projects. S.W.E.A.T has confirmed their grant. Work to be carried out towards the end of April.
Playground Sub Group. As Simon Pain was absent, this was deferred to next meeting.
Life after Robin Rigg. Deferred to next meeting.

STEWARTRY NETWORKING/ HI SPEED BROADBAND:
Sue Gourlay and Simon Pain had attended the Stewartry Network meeting where both broadband and the
“Scheme of Establishments for CCs” were discussed.
Speed of broadband was discussed with John Enos. He suggested that we should campaign for better speed and reliability of broadband. Also to voice our concerns to Ward Councillors to speed things up.
It was reported that the Scottish Government has said that in 2 years everyone should have access to high speed broadband. Ian Blake suggested that this might be a slight exaggeration.
Review of the “Scheme of Establishment for CCs.” On going discussion on a combination of D&G Councils review and that of the Scottish Government.

Rockcliffe Squatter. John Coates has raised concerns about a neighbouring cottage harbouring a squatter. The police have been notified, however cannot take any action as the owner of the property knows about it. The council cannot be of any help either.
Matthew Pumphrey raised the question of the Dalbeattie town clock. Ian Blake reported that the repair is in hand just waiting on the contractors starting.
